The new owners of The Rosa restaurant have been given permission to add apartments to the upper floors of the State Street restaurant when it reopens. The Rosa served Italian fare on the two bottom floors of the 19th century building for 87 years before closing earlier this year. The new owners, Mark McNabb and Joe Barone, who also own the Martingale Wharf on Bow Street, have been given permission by the Zoning Board of Adjustment to increase the number of apartments on the third floor from two to three and to eliminate a second-floor dining room to make room for two new apartments.
