Both Hamilton and Wenham have scheduled annual town meetings for Saturday. The Hamilton meeting begins at 9 a.m. at the Hamilton-Wenham Regional High School, Bay Road, and the 32-article warrant includes the town’s proposed fiscal year 2014 operating budget and a proposal for a Proposition 2½ debt exclusion to pay for the town’s share of the Essex North Shore Agricultural and Technical School District building. The town previously agreed to accept the debt, based on its participation in the 17-community school district, and barring dramatic population changes the effect on taxpayers would likely be minimal, according to Hamilton finance director Deborah Nippes-Mena. In Wenham, there are 10 articles on the warrant for the Town Meeting, which begins at 1 p.m. at the Buker School, School Street. In addition to the proposed town operating budget for fiscal year 2014, articles include proposals to make both tree warden and town clerk appointed positions. There is also a citizen petition article to change the term for the town clerk from one year to three years.
