Town Manager Reginald S. “Buzz” Stapczynski is recommending that the departments of Public Works and Plant & Facilities be consolidated into a new Department of Municipal Services. Stapczynski proposes that the change would take effect July 1, which marks the start of the new fiscal year, and a new director would be recruited and hired to oversee the department. The two acting directors of Public Works and Plant & Facilities would be temporarily appointed as assistant directors of their respective departments. Those appointments could become permanent depending on the final organizational structure of the department. Currently, the two department head positions are vacant due to retirements, providing the town an opportunity to consolidate staff, equipment, resources, and functions. The consolidation would reduce costs, increase efficiencies, and improve public services, according to the reorganization plan, which was presented to the Board of Selectmen April 17. A public hearing on the proposal is expected to be held next month.
