Budget, marijuana on agenda

A proposed $76.1 million fiscal 2014 budget and a temporary moratorium on medical marijuana dispensaries in town are among the key items that will come before the annual Town Meeting that convenes Monday at 7:30 p.m. in the auditorium of the Galvin Middle School. The moratorium would ban dispensaries through June 30, 2014. The new voter-approved law legalizing medical marijuana allows for up to 35 medical marijuana dispensaries. Wakefield voters last Nov. 15 adopted a ban on those dispensaries, but the attorney general’s office in March rejected the bylaw, saying it conflicted with the state law. Wakefield selectmen decided to appeal, but in the interim to seek a temporary moratorium. The meeting will also consider appropriating an additional $603,000 to improve athletic fields and facilities at the high school. Town Meeting last year authorized $5 million for the project. The new appropriation is being requested because bids came in higher than expected. The project, now under construction, includes installing artificial turf on two fields. Other funding requests include $1.6 million for capital improvements; $100,000 for storm water improvements; $300,000 to replace water mains; $250,000 to replace sewer mains; $200,000 for roadway improvements, supplementing state Chapter 90 money; and $50,000 for sidewalks.
