Meeting will address budget, marijuana moratorium

Key items at Monday’s annual town meeting include a proposed $100.6 million fiscal 2014 spending plan and a temporary moratorium on medical marijuana dispensaries in town. The spending plan encompasses a main budget article and a number of separate spending articles totaling $1.7 million, including $1.53 million to pay the town’s assessment to the North Shore Regional Vocational School District and $150,000 for future school construction debt payments. The meeting will separately consider a $45 million Electric Division budget and spending requests for items to be funded through nontax revenues, including $483,660 for replacement of the Pickering Street culvert, and $333,500 for maintenance and repairs to town buildings. The meeting will also take up a proposed revision to the town bylaw governing the licensing and operation of taxicabs; a citizens’ petition article to change the date of the annual town election from the first Monday in May to the first Saturday in May; and bylaw changes to increase most building fees and certain wiring inspection fees. The meeting, which gets underway at 7:30 p.m, will be the first to take place in the high school auditorium since it was refurbished as part of a school renovation and expansion project set to be completed by Sept. 1.
