City Council looking to delay marijuana dispensaries


Lowell City Council members are looking to put a moratorium in place to prohibit the opening of any medical marijuana dispensaries in the city until zoning and regulatory issues can be studied thoroughly. In addition to dispensaries, cultivation and preparation facilities will need to be addressed and may require different regulation, including security measures. Once the city’s law department drafts an ordinance on the moratorium, the ordinance must be approved by the state attorney general’s office, which has allowed moratoriums in other communities to run as late as June 2014. City officials said this will offer enough time for planning and development officials, the Police Department, and members of the public to weigh in on the matter.
