Winthrop’s biennial town election will be held on Nov. 5. Nomination papers are now available in the town clerk’s office; the deadline to return them is Sept. 17. Townwide offices need at least 150 certified signatures, while precinct offices need 50. Voters this year will elect five members of the Town Council, including the president, an at-large member, and councilors from Precincts 1, 3, and 5. They will also elect three School Committee members, three library trustees, and two Housing Authority members. For more information, call 617-846-1742.
