The Board of Aldermen and the Planning Board on Monday will hold a joint public hearing on a zoning proposal to create a Rail Corridor Overlay District along Essex and Tremont streets. Assisted living facilities and substance abuse treatment facilities are among the new uses that would be allowed in the area now zoned for light industry. The hearing will be held at 8 p.m. in the aldermen’s chamber at City Hall.
