Annual Town Meeting took less than an hour Monday to approve all 17 articles on the warrant. The meeting had been delayed for 15 minutes due to a lack of a quorum, said Town Clerk Nadia Parker. Phone calls were made, and the meeting started when 75 residents were in attendance. They approved a warrant that included a $17.7 million operating budget, $307,000 for road work, extending water services to two streets in town, a new flood plain map, and a 20-year plan with New Bedford that will pay Rochester in lieu of taxes for use of town land for a solar-energy plant.
