State Transportation Secretary Richard Davey has announced $235,000 in grants aimed at helping Southeastern Massachusetts communities prepare for a proposed rail expansion from Boston to Fall River and New Bedford. Nine area towns were among those receiving grants of between $5,000 and $25,000. Working with regional planning experts, the communities will tweak zoning and analyze issues ranging from housing and business development to traffic congestion and open space protection.
