About a half-mile from the entrance to the mixed-use development taking root at the shuttered South Weymouth Naval Air Station is a white clapboard building with an inviting entryway framed by four columns and a pair of large planters. A prominent sign outside the handsome building at 223 Shea Memorial Drive says: “Town Hall.” But this is no ordinary town hall.
