Town approves budget, emergency fund at Town Meeting

Annual Town Meeting approved a budget of about $52.5 million for fiscal 2014, which begins July 1. It is an increase of about $1.2 million from this year’s budget, which Town Administrator Allan Chiocca said is typical. Rockland also established a stabilization fund for the first time in eight years; $259,000 will be added to the account, which the town will be able to use in emergency situations. Residents voted to reduce the quorum for Town Meeting from 300 to 150 people. They approved a 0.75 percent local meals tax and 2 percent rooms tax, and accepted a moratorium of at least one year on medical marijuana dispensaries.
