A proposed solar bylaw fell four votes short of the required two-thirds majority at the annual Town Meeting Tuesday, said Town Administrator Paul Dawson. A second related bylaw, which passed by majority vote, will allow the town to create a solar-farm district of about 50 acres on the former landfill on Benson Brook Road. Voters also passed a total operating budget of $19.2 million, a 2.3-percent increase over last year’s, said Town Clerk Ray E. Pickles. Also approved was an article seeking $100,000 for a design study for Marion Town House, which town officials said is in need of repair. Voters shot down a request for $595,000 for a new pumper truck for the fire department.
