Luca to chair Devens board

Members of the Joint Boards of Selectmen, which monitors activities at Devens, a former US Army property that is being developed through a public-private partnership, recently selected Ayer Selectman Gary Luca as chairman for this year. Thomas Kinch, a Devens resident who had been serving as chairman, was named vice chairman. The board is made up of officials from Ayer, Harvard, and Shirley, each of whose property lines fall within Devens.
