The annual election Monday drew roughly 3 percent of Bolton’s 3,493 registered voters, according to the town clerk’s office, with 102 ballots being cast. The low turnout was not a surprise, given that there were no contested races for local committees and boards, Town Clerk Pam Powell said. She also noted that a ballot question that would earmark property taxes toward the Central Massachusetts Mosquito Control Project was moot, since Town Meeting voters had already turned down the proposal.
