The Red Cross is helping 75 people after a flash flood inundated an apartment complex on Labor Day. The group said 29 families requested help for things such as clothing and food after the flood, which filled the ground floor of the building with water. Residents have only been allowed back into their homes briefly to retrieve small items. Mayor Allan Fung said the area has not had trouble with flooding before. (AP)
