As some rich urge higher taxes, donations to Treasury fall

Even as some wealthy Americans have said they would gladly pay higher taxes under the “Buffett Rule,’’ gifts to the US Treasury have plummeted in recent years. Skeptics argue the dramatic decline shows high earners are not as willing to share their wealth as they claim. But a millionaires’ group representative says the trend shows not that rich people don’t want to pay more but that tax reform is the only fair and reliable way to collect the money.
