PricewaterhouseCoopers LLP, the accountant for Mitt and Ann Romney, provided a one-page letter Friday offering a glance at the Romneys’ tax returns from 1990 to 2009. Mitt Romney has declined to release his complete returns for those years. According to the accountant:
■ The Romneys paid federal and state income taxes each year.
■ The lowest effective federal income tax rate in those years was 13.66 percent; the average was 20.20 percent.
■ The average effective state income tax rate was 8.36 percent.
