MINNEAPOLIS — At least two people have been killed in highway crashes linked to a big storm that has dumped up to 16 inches of snow in the Upper Midwest.

Some parts of Minneapolis-St. Paul had 14 inches. Last year, the heaviest snow in the area was 4.2 inches.
