Negotiations are seen as a test of nation’s intent

TEHRAN — Senior UN investigators opened a new round of talks with Iranian officials on Wednesday in hopes of restarting an investigation into allegations that the Islamic Republic carried out atomic bomb trigger tests and other suspected weapons-related studies.
