WASHINGTON — Just a few blocks from the US Supreme Court sits what is widely considered to be the nation’s second most important judicial body.
But unlike its senior sibling, which has a full slate of judges, including two appointments made by President Obama, the US Court of Appeals for District of Columbia Circuit is fundamentally broken in ways that are rippling across Washington and the country.

What an unbelievable, pathetic RANT this column is. This monstrous opinion column (and it sure isn't News), could be summed up in one sentence. Although Republicans gave up trying to block Obama's appointments of unqualified men for Secretary of Defense and the CIA, Matt Viser thinks that it is ILLEGAL for Republicans to oppose any Obama judicial appointments. And the writer dismisses with one sentence the sad story of the emocrats blocking the nomination of Robert Bork. The leader of the anti-Borkl campaign was our own Ted Kenedy, who used nothing but personal SMEAR attacks on Bork....And again if, Republicans did not block appointme , the 2-faced Globe would be bragging about how the GOP always CAVES to Obama.
Thank you, Ted Kennedy.
So why do you read the Globe? Go back to reading your worthless rag - the Herald.
And speaking of Unfilled positions, Globe says nothing about the 3 Obama ILLEGAL abseentee appointments to the NRLB. 3 Federal judge panel has ruled the vacancy appointments UNCONSTITUTIONAL because the Senate was still in session. All rulings and appointments made by the NRLB appointees are void, and are being challenged in court. Because of the 3 illegal appointments, the NRLB lacks a Quorum to conduct any business.

Earth to Miker1, this article talks fairly extensivey about that case, and notes that the ruling (that Mr. Obama can't have appointments) goes against decades precidence.
Two words: Miguel Estrada. Apparently the Globe's sense of outrage over judicial appointments extends back only to January 20, 2009. Look up what happened to President Bush's appointments to the D.C. Circuit. It's a problem, but certainly not a new one.
Goes back further, to President Clinton's appointments.
So, one nominee blocked a decade ago is a valid reason to block dozens of nominees now? Typical fact free conservative thinking.
Its clear why this government is dysfunctional. Just read these republican rants. Why do republicans read the globe anyway? This government is at the end now. The time has come to dissolve the United States and move on.
The last time thinking along these lines was common was in the middle of the nineteenth century. Please remember the outcome.
Hey Nittwitt, it is clear as a bell. This has been going on for years. The Dems are no different than the Reps. They all pull this crap. Reality is since many of these vacancies have been for years why not eliminate the positions? They obviously are not needed.
This so called article is another piece of junk by the Globe. At least some of the editorials are even sided or make sense. Most columnists or writers flat out stink. As for the Herald... It isn't any better.
"stymied".....
No bias in the Globe, of course, but look at the verbs and descriptors when describing an action taken by Republicans and those taken by Democrats. Even when the action is identical...the globe describes them very differently.
Forward, comrade, Forward!
The article clearly displays the difference between the actions of the two parties, but I guess you weren't going to read the article anyway.
It does not. It shows the actions during the past term when Barry O. was president and the Dems controlled the Senate. When the shoes are on the other foot, the parties feel free to take exactly the opposite positions. But the Globe has selective memory on this issue.
The republican party will pay a very big price by trying to become dictators instead of legislators. They have already cut their own throats. As the last elections showed, the American voters are not stupid people. Your price will be seen in the next big elections in 2014 .
This insanity must stop and most intelligent people know this. So have your fun you idiots your time is short. You can't succeed when so many of us have grown to dispise anything that pertains to republicanism. Your party is stupid, greedy, selfish ignorant and insanely religious. Your party will self destruct very soon. I just hope there is something left worthy of being saved in this country after you have left the scene.
I say these things after having been a republican several years ago when they were reasonable people.
Excuse me, the American voters are stupid. That's the problem.
Have you noticed how the Globe pretends to care about process, but only when liberalism is being threatened. And the paper thinks it's declining readership has nothing to do with it's editorial positions and the fact that news writers toe the line.
Hadn't noticed.
Frankly I think the declining readership has to do with how conservative the Globe is. It's becoming a copy of the Herald. Liberal positions are popular positions, even among Republicans (who aren't politicians).

Clearly it is time to end the non-talking filibuster. If someone wants to filibuster, they should emulate Sen. Paul.

Tweedledum and Twiddledee just sit on the wall.
They argue, they fight and will not agree.
But they do not take a hoped-for fall,
As imprisoned chaos they let go free.
Victory! That whack job Caitlin Halligan has withdrawn.
