Hey, Scot, this is the way business is done in public sector Massachusetts. It's been going on so long that it seems normal, in fact, it is normal. How else would you explain why nobody cares about BPD cops routinely hauling down 200 grand, BFD jakes making 100 grand for a 3 day week and toll takers making almost as much as teachers. And then there's the pension system. This is Massachusetts, where the public sector rules and the taxpayers can go **** **********.
