A sharper lens on the buyers

As long as Massachusetts offers a tax credit to support film production, the measure should be structured to give the state the greatest economic-development bang at the least possible risk - and give the public a clear sense of who the beneficiaries are. Right now, the state’s controversial film tax credit does only the first. As the Globe reported this week, most of the credits end up being sold at a small discount to big companies whose identities are kept secret.
