A sharper lens on the buyers

As long as Massachusetts offers a tax credit to support film production, the measure should be structured to give the state the greatest economic-development bang at the least possible risk - and give the public a clear sense of who the beneficiaries are. Right now, the state’s controversial film tax credit does only the first.
