Obama bypasses the Senate, but it left him no choice

The Senate is not using its powers responsibly. That much has become clear in the circus surrounding President Obama’s nomination of Richard Cordray, the former attorney general of Ohio, to head the new Consumer Financial Protection Bureau. The Senate GOP’s attempt to tie up Cordray’s confirmation as a way to force the administration to weaken the agency’s powers was a misuse of its authority, and Obama was right to bypass the Senate by giving Cordray a temporary recess appointment.
