Focus on gap in special ed as well as its overuse

I don’t deny that some children in special education might be better served by different arrangements. But we have special-needs children today in public schools who are receiving only a fraction of the help they need. Let’s do a lot more for them as well as for the children who shouldn’t be in special ed, writes Rebecca C. Goldberg.
