FOXBOROUGH — The Brian Waters saga has become the summer soap opera of the Patriots as the Pro Bowl guard still hasn’t rejoined the team.

As of Monday, there were six days until the Patriots’ regular-season opener in Tennessee and Waters still was on the reserve/did not report list, which means he does not count toward the 53-man roster.
