I have an idea. Since the NFL refuses to pay the official refs what they want and the replacement refs have adversely affected scores. I propose a new way of doing business.
It's called the "Honor System". Most players know when they commit a foul and when they have been fouled. When a foul occurs, the two players have a brief discussion and decide who was at fault or if anyone was at fault. They make their decision known and the game goes from there. If they can't agree, then they flip a coin.
I think you will get just as much fairness as you are getting now.
