PHOENIX — Despite concerns from some coaches and executives, NFL owners voted Wednesday to pass a player-safety rule proposal that makes it illegal for ball carriers outside of the tackle box to use the crown of their helmet to hit defenders.

Cincinnati was the only team to vote against the rule, which was the most talked-about proposal at this year’s annual meeting.
