Travelers can’t get around quarantine

How can you get a test 72 hours before entering the state when results take from seven to 10 days?

The Aug. 4 op-ed went into great detail about enhancing the Commonwealth’s testing and traveling program (“The coronavirus quarantine problem for travelers and nursing homes,” Opinion). I have two questions. How can you get a test 72 hours before entering the state when results take from seven to 10 days? How can you get a test when most testing sites require symptoms or contact? Should we lie?
