1. Intense rainfall from Hurricane Harvey created an emergency in the Houston area. Texas Senator Ted Cruz, who voted against the final Hurricane Sandy aid bill for New York and New Jersey in 2013, now tells MSNBC that “disaster relief has been a vital federal role for a long, long time.”

2. The New America Foundation, a liberal think tank, receives millions of dollars from Google luminaries. It also has — or, rather, had — a research initiative singling out modern monopolists. After Barry Lynn, the head of the Open Markets unit, praised a $2.7 billion European Union antitrust fine levied on Google, New America showed him the door, The New York Times reports.

3. After years of economic malaise, Greece is attracting substantial investment from China. Increasingly, the cradle of democracy also takes China’s side on diplomatic matters, blocking efforts by the EU to condemn Beijing’s human-rights record and military activity.
