Rhode Island is weeks behind in launching a program that provides federal heating assistance to low-income households because of glitches in software. Marion Gold, administrator of the Office of Energy Resources, said some households have been left without heating oil because of delays in opening this year’s Low Income Home Energy Assistance Program. She said the state did not realize until last week that the problems, which she blamed on a personnel issue, were causing delays. Gold said her office has been working around the clock to fix the problems and that applications should start going out Tuesday.
