State Police said they arrested two men for drunken driving in separate crashes on Interstate 291 in Springfield shortly after midnight Sunday. A 2003 Honda Pilot carrying four children rolled over near the 2.2-mile mark of I-291 west at around midnight, said Lieutenant Daniel Richard, a State Police spokesman. The driver, Joseph Kagoma, 31, of Holyoke was charged with operating under the influence of alcohol, driving with an open container, negligent operation, and driving a child under 5 years old without a car seat, Richard said. None of the children had life-threatening injuries. Richard said he did not know whether the children were related to the driver. At about 12:30 a.m., Michael Pepe, 40, of Chicopee, driving a 2008 Ford Explorer, rear-ended a 2008 Honda Civic, Richard said. According to Richard, a passenger in one of the cars had a seizure, but the drivers were not seriously injured. Police arrested Pepe and charged him with negligent operation and following another car too closely, Richard said. State Police troopers in Springfield are investigating both crashes.
