A Lowell man who was sought in the slaying of an 18-year-old man in Philadelphia in 1989 was charged with being a fugitive from justice at his arraignment in Lowell District Court Thursday, as authorities begin the effort to return him to Pennsylvania to face charges.
Vicheth Prak, 43, was arrested Wednesday night by Lowell police who were joined by Philadelphia police detectives, authorities said. Philadelphia police had a warrant for Prak's arrest.
Prak was wanted in connection with the shooting death of 18-year-old Terrance Carter on September 11, 1989, Middlesex District Attorney Marian Ryan's office said in a statement.

He was ordered held without bail on Thursday, and his next hearing is scheduled for March 25, Ryan's office said.
