The college completion rate for 2009 graduates of Boston Public Schools, a slight increase over the 50 percent completion rate for 2006 high school graduates, according to the 2017 Boston Opportunity Agenda Report Card, which measures the city’s progress on education. The report also pointed out that key challenges remain. Third-grade reading proficiency — considered a barometer of future academic success — remained flat at 33 percent. The Boston Opportunity Agenda is a public-private partnership among the city, the public schools, and public charities and local foundations.
