New fine targets parking ‘hoppers’


Scofflaws beware: The town is cracking down on drivers who move their vehicles around Town Center to avoid getting a ticket for staying in an on-street parking spot beyond the posted time limit. The Board of Selectmen on March 11 voted to enact a regulation that bans “hopping” from one parking space to another in the Town Center, an area that includes Shore and Laraway roads and Dix, School, Park, Thompson, and Mount Vernon streets. Violators will be fined $20, a sum equivalent to the penalty for a parking limit violation, according to the Winchester Police Department’s records division. Winchester’s Town Center parking management plan, which was adopted by selectmen last June, allows Town Center employees to obtain free, all-day parking permits for designated municipal lots; proof of employment in the Town Center is required. As the “hopping” ban goes into effect, increased enforcement of both on-street parking and “space-hopping” will occur.
