Gloucester recently announced that the Massachusetts Cultural Council will designate a downtown area as the Gloucester Harbortown Cultural District, making the city the first in the state to have two designated cultural districts. Among the goals of the cultural districts program, according to the council’s website (www.massculturalcouncil.org), are attracting artists and cultural enterprises, encouraging business and job development, attracting tourists and day-trippers, preserving and reusing historic buildings, and enhancing property values as it fosters cultural development. Previously, Rocky Neck in Gloucester was designated as a cultural district, along with two others on Cape Ann: Rockport (downtown near Dock Square) and the Essex River Cultural District.
