Residents are invited to express their views on the condition of the Boston area’s public beaches, including Winthrop Beach, and how they might be improved. The Metropolitan Beaches Commission is holding a public hearing Tuesday from 6 to 8 p.m. at the Robert A. DeLeo Senior Center, 35 Harvard St. The hearing is part of a series of nine that the commission is holding around Boston this summer. Six years ago, the state panel issued a report that said state-owned beaches were poorly maintained and needed more funding. The commission this past spring reconvened to evaluate whether the state investments that report spurred have made a difference and what further changes are needed.
