City Council race shapes up

Two incumbents and a challenger make up the three candidates running for two East District City Council seats in Methuen, up for grabs in Tuesday’s election. Current councilor Ron Marsan, 53, has said he will focus on improving communications between the mayor’s office and council members if granted a second term, while 43-year-old Tom Ciulla is highlighting plans to implement new code enforcement measures in an effort to get more dilapidated properties around the city cleaned up. Challenger Tom Firth, 64, has said that if given the opportunity to join the council, he would make recommendations for better managing the city budget. The two candidates elected Tuesday will serve a two-year term, per charter limits.
