The Newburyport Planning Board is scheduled to hold a public hearing with the Planning and Development Committee of the City Council at 7 p.m. Wednesday in the council chambers at City Hall, 60 Pleasant St., to hear testimony and comment on proposed zoning amendments. The proposed changes would establish an interim downtown overlay district between High Street and the Merrimack River, and between Market Street and Fruit and Flair streets; create an interim demolition control overlay district covering the entire existing National Register Historic District; and establish new off-street parking regulations.
