Andover says no to senior housing complex

At a Special Town Meeting on Jan. 29, Andover voters rejected a rezoning article that would have allowed for 225 over-55 apartments to be built on Dascomb Road in an area zoned for industrial and retail development. In May 2017, the proposal was withdrawn to allow more time to explain the plan to residents. Ths time, when it appeared there was not the necessary two-thirds majority needed to pass it, the sponsor, Wendy Donohue, attempted to withdraw the article again, but Town Meeting voters denied the request. Instead, it was debated and clearly rejected by a majority of the 1,200 or so in attendance.
