Nine-month medical marijuana moratorium

Quincy city councilors voted unanimously last Monday to pass a nine-month moratorium on medical marijuana dispensaries. The moratorium is intended to allow Quincy to develop regulations in addition to the state’s, which only recently were released in draft form. Councilor Doug Gutro called the moratorium reasonable and in line with state mandates. Councilor Brian Palmucci also submitted a zoning ordinance to the council, which would restrict where medical marijuana facilities could go. The ordinance was sent to committee for further consideration. It is only slightly different than one Palmucci proposed in February, which the council did not adopt, and does not include restrictions on growing marijuana at home. According to Palmucci, the proposed state regulations adequately address home cultivation concerns.
