    Framingham names former Amesbury mayor city’s chief operating officer

    Framingham Mayor Yvonne M. Spicer has appointed former Amesbury mayor Thatcher W. Kezer III as the city’s chief operating officer. Kezer has some 25 years of government experience, recently serving as a senior vice president for MassDevelopment overseeing the redevelopment of Devens. Kezer was previously with the Edward J. Collins Jr. Center for Public Management, served as Amesbury’s mayor from 2006 through 2013, and was director of purchasing and contract administration for the city of Beverly in 2004 and 2005. “Mr. Kezer brings an extensive history in the public, private, and nonprofit sectors that will contribute to Framingham’s success moving forward through the transition into the city form of governance,’’ Spicer said in a press release, Kezer recently retired as a lieutenant colonel in the Massachusetts Air National Guard and previously served in the Air Force. In his role as chief operating officer, he will assist Spicer in the operation of the various departments and functions of government.
