Basement apartments are a disaster waiting to happen

The Nov. 24 editorial on flooding and preparation for its impact missed a major problem in the city of Boston (“After a near-miss with Sandy, more preparations are needed”). Instead of moving electrical panels up from basements and imposing restrictions on ground-floor uses in new buildings, how about eliminating basement apartments all over the city? They are a disaster waiting to happen.

Basement apartment flooding was all too frequent in the 1990s in the South End when I worked there.
