Did entire of city of Boston have to shut down?

I was among the millions who followed the story of the horrific bombing at the Boston Marathon and the search for and capture of the surviving suspect. The stories I heard and read told of a 20-square-block perimeter set up in Watertown where the residents were told to “shelter in place” while police went house to house to locate on their manhunt.

Yet at the same time there was a call for the entire city of Boston, several miles away, to shelter in place as well. By all accounts, that order was adhered to.
