Beyond physical injury, One Fund should take post-traumatic stress into account

The Globe is providing excellent coverage of the human toll of the Boston Marathon bombing, and of the impossible task facing our modern-day Solomon, One Fund Boston administrator Kenneth Feinberg.

I would like to suggest that degree of physical injury from the blasts not be Feinberg’s only guiding criterion for award payments. Many witnesses and first responders who escaped bodily damage are developing post-traumatic stress disorder, an emotional injury with devastating long-term effects. Is there a way to provide benefits for them as well, perhaps by supplementing the notoriously poor coverage for mental health services provided by many insurers, or by subsidizing targeted community-based psychological care?
