Perhaps a down payment could get stakes put in the ground

The country is divided over the wall between the United States and Mexico that Donald Trump promised as a presidential candidate. I suggest that, out of respect for the president, Congress pass a bipartisan law that strictly abides by his wishes. It should state that construction of the wall shall be started immediately upon receipt of a 20 percent down payment from Mexico. This is, after all, standard practice in real estate.
