Are Blue Jays a true juggernaut?

The Houston Astros begin play in the American League in 2013, coming off the two worst seasons in franchise history and dead last in the majors both years. If they're hoping for a quick turnaround, they're hoping to do it on the cheap — their payroll for 2013 is estimated at $32 million, lowest in the majors, 47 percent lower than last season, and lowest for the Astros in 17 years. How AL teams with lower payrolls than the 2013 Astros have fared since 2000:
