Town eyes 3 percent sales tax on recreational pot

A proposal to adopt a 3 percent local sales tax on recreational marijuana is among the items on tap when Plymouth convenes its annual Town Meeting and special Town Meeting on April 7.

The state ballot law legalizing recreational marijuana, as revised by the Legislature, allows cities and towns to impose a local sales tax of up to 3 percent on the retail sale of recreational marijuana.

Plymouth has opted to regulate rather than to ban the sale of recreational marijuana, voting last year to limit the location and number of shops.

In some of its other business, Town Meeting will consider a $233.6 million fiscal 2019 operating budget, and a separate request for $7.5 million to build a new fire station on Hedge Road in North Plymouth to replace the existing aging station on Spooner Street, according to Town Clerk Laurence Pizer.

Town Meeting will also take up a $16.7 million package of capital spending requests, including $8 million for a new well in the Forges Field area in west Plymouth and to improve the town’s overall water system, and $2 million to pay the town’s share of a project to build a downtown maritime facility -- grant funds would cover the remaining $1.5 million of the cost.

Other spending measures include a request for $900,000 to fund repairs to the main branch library roof, supplementing about $1 million Town Meeting authorized last year to upgrade the roof and HVAC system.

Another article would authorize selectmen to sell, lease, or transfer the former town hall, which has been vacant since the new town hall opened last year.
